Minenfelder der US-Außenwirtschaftspolitik: Unilaterale Finanzsanktionen im Dienst nationaler Sicherheit

Abstract

Im Dienste ihrer nationalen Sicherheitsinteressen setzt die US-Regierung immer öfter auf unilaterale Finanzsanktionen. Sie nutzt dabei die Dominanz des Dollars im internationalen Finanzsystem, um Druck auf andere auszuüben. Neben den US-Behörden überwachen auch private Akteure die Umsetzung und Einhaltung der Strafmaßnahmen. Bei Verstößen drohen drastische Folgen für Einzelpersonen und Unternehmen, gleich ob sie gegnerischen oder verbündeten Staaten angehören. Wenn sie ihren Beitrag zur Bewahrung der liberalen Weltwirtschaftsordnung leisten wollen, liegt es vor allem an den Europäern, das Druckpotential des Dollars zu vermindern und der zunehmend unilateral ausgerichteten Außenwirtschaftspolitik Washingtons so wirksam zu begegnen.
