Außenwirtschaftlicher Protektionismus in Russland: Endgültige Abkehr von der Integration in die Weltwirtschaft?

Abstract

Die Krise um die Ukraine und internationale Wirtschaftssanktionen haben in Russland eine neue Welle des außenwirtschaftlichen Protektionismus ausgelöst. Der Kreml hat bereits diverse Beschränkungen für ausländische Importe erlassen. Zum Teil geht diese Welle auf Bemühungen von Interessengruppen zurück, die ihren Vorteil suchen. Zum Teil ist sie aber auch Ausdruck einer wirtschaftspolitischen Wende in Richtung einer staatlich gelenkten Importsubstitutionsstrategie. Diese Wende wird langfristige Konsequenzen haben, die eine Modernisierung der russischen Wirtschaft in Frage stellen. Zumindest derzeit gibt es aber noch keine Anzeichen für russische Bestrebungen, das Land vollständig von der Weltwirtschaft abzukoppeln oder autark zu machen. (SWP-Aktuell)
