Russlands Dumawahl 2021: Die Kremlpartei Einiges Russland siegt im stark manipulierten Urnengang

Abstract

Die russische Führung hat bei der Dumawahl vom 17. bis 19. September 2021 ihre selbstgesteckten Ziele erreicht: Die Partei Einiges Russland verfügt weiterhin über eine verfassungsändernde Mehrheit im Parlament, obwohl sie in der Bevölkerung wenig Unterstützung genießt. Von der erstarkten Kommunistischen Partei der Russischen Föderation (KPRF) und der neu ins Parlament eingezogenen Partei Nowyje Ljudi (Neue Menschen) geht keine Bedrohung für die russische Führung aus. Damit bleibt die Duma auch in den kommenden fünf Jahren ein willfähriges Instrument des Kremls. Allerdings waren umfangreiche Wahlfälschungen notwendig, um dieses Ergebnis zu erzielen. Politische Konkurrenz und Wahlbeobachtung wurden mit altbekannten, aber auch mit neuen Methoden beschnitten. Besonders das elektronische Wählen macht die Wahlergebnisse leichter steuerbar und dürfte den Charakter von Wahlen in Russland nachhaltig verändern. Die voranschreitende inhaltliche Entwertung der Urnengänge könnte langfristig aber auch Risiken für den Kreml erzeugen, da er damit ein wichtiges politisches Frühwarnsystem verliert.
