Von Worten und Stimmen in Venezuela: Die Gespräche zwischen den Konfliktparteien und die Wahlen im November

Abstract

Am 21. November finden in Venezuela Regional- und Kommunalwahlen statt. Nach einer mehrjährigen Phase des Wahlboykotts werden daran auch wieder die Oppositionskräfte teilnehmen. Sie beteiligen sich zudem seit August dieses Jahres an einem Dialog mit Entsandten von Präsident Nicolás Maduro in Mexiko. Während in der venezolanischen Bevölkerung viele um das nackte Überleben kämpfen, suchen beide Konfliktparteien ihren Handlungsspielraum zu erweitern. Die internationale Gemeinschaft sollte den Dialog- und Wahlprozess unterstützen. Druck und Anreize gegenüber dem Maduro-Regime gilt es dabei so zu dosieren, dass die Bedürfnisse der Gesellschaft im Vordergrund stehen.
