Antrieb für die deutsch-brasilianische Energiepartnerschaft: Die Regierungskonsultationen sollten den politischen Dialog zu erneuerbaren Energien stärken

Abstract

Deutschland und Brasilien sind wichtige Vorreiter des weltweiten Ausbaus erneuerbarer Energien. Dabei wählen sie sehr unterschiedliche Herangehensweisen. Im Jahr 2008 schlossen die beiden Länder eine Energiepartnerschaft, um die Zusammenarbeit zu erneuerbaren Energien und Energieeffizienz zu vertiefen. Der politische Dialog zu Erneuerbaren stockt jedoch. Um Verhandlungsblockaden zu überwinden, sollten die für August 2015 anberaumten Regierungskonsultationen genutzt werden. Deutschland sollte deutlich machen, dass es in der Energiepartnerschaft künftig stärker auf brasilianische Kompetenz setzt. Anknüpfungspunkte hierfür bieten Bioethanol und Erneuerbaren-Auktionen. Dies könnte die brasilianische Seite dazu bewegen, ihrerseits intensiver in Bereichen zu kooperieren, in denen Deutschland die Nase vorn hat. (SWP-Aktuell)
