Struktur- und Kulturwandel in Brüssel: Jean-Claude Juncker richtet die Kommission wie eine europäische Regierung aus

Abstract

Mit seiner ersten großen Entscheidung, der organisatorischen wie politischen Neuordnung der Europäischen Kommission, hat ihr neuer Präsident Jean-Claude Juncker den Startschuss für weitreichende Veränderungen in Brüssel gegeben. Die Kommission Juncker soll einen Strukturwandel zu mehr Kohärenz und einen Kulturwandel zu mehr Politik und weniger Bürokratie durchlaufen. Da sie stärker als zuvor wie eine europäische Regierung organisiert wird, tritt die Kommission aber auch streitbarer auf. Juncker will so die Quadratur des Kreises schaffen: das Vertrauen der nationalen Regierungen (sowie der Bürger) zurückgewinnen und zugleich die Machtbasis der Kommission gegenüber den Mitgliedstaaten und dem Europäischen Parlament ausbauen.
