Kleines Land, großes Potential: Dänemarks Europapolitik zwischen Abwarten und vorsichtiger Veränderung

Abstract

Seit dem Regierungswechsel am 3. Oktober 2011 hat Dänemark begonnen, seine traditionell nordisch-skeptische Sonderstellung in der EU zumindest ansatzweise infrage zu stellen. Insbesondere im Zuge der Übernahme der rotierenden EU-Ratspräsidentschaft Anfang 2012 brachte es sich auch stärker ein. Ungeachtet dessen ist die EU-Skepsis fest im Land verankert. Darum tut sich die Regierung schwer, die Bevölkerung davon zu überzeugen, dass mehr Integration und die Aufhebung der bestehenden Opt-outs Vorteile hätten. Dabei agiert sie zumeist zögerlich und zurückhaltend, vor allem wenn es um die weitere Entwicklung der EU geht. In welcher Rolle sieht sich Dänemark aber innerhalb der künftigen EU und welchen Beitrag kann und will es bei deren Gestaltung leisten? Wie für die anderen Mitgliedstaaten gilt auch für Dänemark: Die Frage nach seinem Platz in der EU und die Frage nach seiner Zukunft gehören zusammen
