Die Halbzeitüberprüfung des EU-Budgets: Die Vorschläge der Kommission für eine erfolgversprechende Reform

Abstract

Der mehrjährige Finanzrahmen der EU (MFR) fixiert für sieben Jahre die Summe der verfügbaren EU-Haushaltsmittel - derzeit rund eine Billion Euro für die Jahre 2014-2020 - und legt dabei zugleich die politischen Prioritäten der Union fest. Mit der angesetzten Überprüfung bzw. Revision zur Mitte dieser Haushaltsperiode bietet sich die seltene Gelegenheit, diese Festschreibung zu überarbeiten und den MFR an neue, aktuelle Herausforderungen anzupassen. Die Kommission will diese Chance offensichtlich nutzen und hat am 14. September 2016 ein umfassendes Paket an Vorschlägen zur Anpassung des MFR vorgelegt. Damit eröffnet sich einerseits die Möglichkeit, die unbefriedigende Situation zu verändern, dass die EU nicht in der Lage ist, auf ein verändertes Umfeld oder neue Krisen mit einer auch finanziell unterfütterten Politik zu reagieren und ihren Haushalt neu auszurichten. Andererseits werden im Zuge dieser Revision zugleich erste Weichen gestellt für den 2018 beginnenden Prozess der Verhandlungen über einen neuen Finanzrahmen für die Zeit nach 2020. (SWP-Aktuell)
