Frankreichs energiepolitische Reformagenda: Grüne Wachstumsimpulse und strategische Ambivalenzen

Abstract

Mit dem Entwurf für ein Gesetz zur »Transition énergétique« hat die französische Regierung im Juli 2014 die rechtlichen Grundlagen für eine strategische Neuorientierung der Energiepolitik Frankreichs formuliert. Langfristig werden ehrgeizige Ziele zur Schaffung eines klimaverträglichen Energiesystems in Aussicht gestellt. In kurz- und mittelfristiger Perspektive bleiben jedoch zentrale Gestaltungsfragen unbeantwortet. Dazu gehören Fragen wie der Umgang mit dem nuklearen Kraftwerkspark, aber auch die Finanzierung des Transformationsprogramms. Ungeachtet dessen ist die Verabschiedung des Gesetzes für die französische Regierung von großer innen- wie außenpolitischer Bedeutung. Die Unterstützung Deutschlands auf EU-Ebene wird eine zentrale Rolle spielen. (SWP-Aktuell)
