Rüstungskontrolle und militärische Transparenz im Ukraine-Konflikt

Abstract

Im Ukraine-Konflikt wenden die OSZE-Staaten Vertrauens- und Sicherheitsbildende Maßnahmen (VSBM) überwiegend regelkonform an. Gleichwohl schränkt die Ungewissheit über die militärischen Kräfte und Absichten der Konfliktparteien die Lagefeststellung ein, begünstigt Spekulation und Propaganda, vertieft die politischen Gräben und erschwert diplomatische Lösungen. Die im Kontext der Blockkonfrontation geschaffenen VSBM reichen nicht aus, um in Konflikten mit irregulären und verdeckt kämpfenden Kräften Transparenz zu schaffen. Das nicht in Kraft getretene Anpassungsabkommen zum Vertrag über Konventionelle Streitkräfte in Europa fehlt in der Krise. Es hätte die Lagefeststellung wesentlich erleichtert. Ein künftiger Wiederaufbau der europäischen Sicherheitskooperation wird die Weiterentwicklung und Krisenfestigkeit der konventionellen Rüstungskontrolle und der VSBM als Kernelemente einbeziehen müssen.
