Rio+20: Hoffnung für Schutz und nachhaltige Nutzung der Hohen See. Gipfelerklärung könnte Ergänzung der VN-Seerechtskonvention beschleunigen

Abstract

Die Abschlusserklärung der Konferenz der Vereinten Nationen (VN) über Nachhaltige Entwicklung (UNCSD; Rio+20) eröffnet einige positive Perspektiven für den Themenkomplex »Ozeane und Meere«: Sie bindet die Fortentwicklung des VN-Seerechtsübereinkommens (United Nations Convention on the Law of the Sea, UNCLOS) an einen konkreten Zeitplan und sieht die Erarbeitung eines Katalogs globaler Nachhaltigkeitsziele (Sustainable Development Goals, SDGs) vor - für das Zustandekommen eines SDG zur marinen Umwelt bestehen dabei gute Chancen. Im Zuge dessen könnten Lücken in der völkerrechtlichen Regelung von Fragen der Hohen See beseitigt werden. Damit würde die Ausbeutung dieser Region, an der die Länder ein gestiegenes Interesse haben, an gewisse Mindestanforderungen geknüpft und Kontrollmechanismen unterworfen. Vielversprechend ist in diesem Kontext die Ankündigung Deutschlands, im Rahmen einer »Coalition of the Committed« für einen verbesserten Schutz der Weltmeere einzutreten. Entscheidend wird aber letztlich sein, ob es gelingt, bisherige Blockierer wie die USA, Kanada, China und Indien in den Prozess einzubeziehen
