Ägyptens Außenpolitik unter Muhammad Mursi: Innenpolitisches Kalkül und wirtschaftliche Handlungszwänge

Abstract

Seit Muhammad Mursi das Amt des ägyptischen Präsidenten übernommen hat, setzt er sich klar von seinem Vorgänger Husni Mubarak ab. Deutlich wird dies in zweifacher Weise: Zum einen erhebt Mursi einen regionalen Führungsanspruch für Ägypten, zum anderen öffnet er Kairos Außenpolitik für neue potentielle Partner. Doch obwohl der Präsident aus der islamistischen Muslimbruderschaft kommt, liegt seiner Außenpolitik kein grundsätzlicher ideologischer Richtungswechsel zugrunde. Vielmehr versucht Mursi, durch außenpolitischen Aktionismus seinen Rückhalt in der Bevölkerung zu stärken und ausbleibende Erfolge in der Wirtschafts- und Sozialpolitik zu kompensie-ren. Allerdings kann Ägypten den regionalen Führungsanspruch angesichts fehlender Einflussmöglichkeiten derzeit kaum realisieren. Und angesichts der schwierigen Wirtschaftslage des Landes haben weder der Präsident noch die hinter ihm stehende Führung der Muslimbruderschaft ein Interesse daran, die traditionellen Partner Ägyptens vor den Kopf zu stoßen
