Lateinamerika auf dem Weg zu neuer Einheit? Die Gründung der Gemeinschaft lateinamerikanischer und karibischer Staaten (CELAC)

Abstract

Nach 200 Jahren Unabhängigkeit ist es den 33 Staaten Lateinamerikas und der Karibik bei ihrem Gipfeltreffen am 2. und 3. Dezember 2011 in Caracas (Venezuela) gelungen, sich zu einer regionalen Gemeinschaft zusammenzuschließen, an der die USA und Kanada nicht beteiligt sind. Mit der sogenannten CELAC ist auch ein neuer Partner für den politischen Dialog der EU mit Lateinamerika entstanden, da die Organisation an die Stelle der Río-Gruppe tritt. Die Mitglieder hoffen, dass von der Neugründung ein starker Impuls ausgeht zur Etablierung eines gleichberechtigten Mechanismus, der der Kooperation, Konfliktlösung und Sondierung gemeinsamer Initiativen dient und damit erfolgreich Aufgaben übernimmt, an denen die Organisation Amerikanischer Staaten (OAS) gescheitert ist. Allerdings muss die CELAC noch große Schritte tun, wenn sie den an sie gestellten Erwartungen gerecht werden und auch im internationalen Rahmen Wirkung entfalten will
