Russlands neue Nationalgarde: Eine Rückversicherung für Putin gegen Massenproteste und illoyale Eliten

Abstract

Am 3. Juli 2016 entstand in Russland ein neues föderales Sicherheitsorgan - die Nationalgarde. Dazu wurden die »Inneren Truppen« und die Spezialkräfte der Polizei dem Innenministerium entzogen und direkt dem Präsidenten unterstellt. Das Aufgabengebiet der Nationalgarde reicht vom Schutz der öffentlichen Ordnung über die Bekämpfung von Extremismus und Terrorismus bis zur Beteiligung an Territorialverteidigung und Grenzschutz. Es handelt sich um die bedeutendste Restrukturierung von Russlands inneren Sicherheitsorganen seit mehr als zehn Jahren. Die Reform offenbart Putins Sorgen um die Stabilität des von ihm geschaffenen politischen Systems - angesichts der anhaltenden Wirtschaftskrise und bevorstehender Parlaments- und Präsidentschaftswahlen. Dabei kann die Nationalgarde nicht nur als Repressionsinstrument gegen mögliche Massenproteste dienen, sondern auch als Disziplinierungsmittel gegen potentiell illoyale Elitengruppierungen.
