Indonesiens Erneuerung? Chancen und Herausforderungen der Jokowi-Präsidentschaft

Abstract

Zum dritten Mal seit dem Ende der Suharto-Diktatur hat das größte muslimische Land der Erde per Direktwahl seinen Präsidenten bestimmt. Den Wahlsieg Joko Widodos (genannt »Jokowi«) werten viele als Auftakt zur Auflösung des Reformstaus, der das Land vor allem in der zweiten Amtszeit Susilo Bambang Yudhoyonos gelähmt hatte. Dabei steht die neue Regierung vor enormen Herausforderungen: Reform des Staatshaushalts, Bürokratieabbau, Modernisierung der völlig veralteten Infrastruktur, Reform des Gesundheits- und des Bildungswesens - um nur einige der wichtigeren zu nennen. Ob ein derart umfassendes Reformprogramm jedoch ohne Mehrheit im Parlament gelingen kann, ist fraglich; derzeit hat die Regierung diese Mehrheit nicht. Abgesehen davon dürfte der in der Außenpolitik gänzlich unerfahrene neue Präsident auf internationalem Parkett weniger Akzente setzen als sein Vorgänger. (SWP-Aktuell)
