Freie Hand für Bush? Auswirkungen der Kongreßwahlen auf das innenpolitische Machtgefüge und die Außenpolitik der USA

Abstract

Obschon das Amt des Präsidenten nicht zur Wahl stand, gilt George W. Bush als der Sieger der Zwischenwahlen am 5. November. Hatte er doch viel eigenes politisches Kapital investiert und entscheidend in die Wahlkämpfe zahlreicher Kandidaten für beide Häuser eingegriffen: in der Rekrutierungsphase der Kandidaten, beim Fundraising und nicht zuletzt auch in der heißen Wahlkampfphase durch seine Omnipräsenz. Das Ergebnis kann sich sehen lassen: Erst zum dritten Mal in der amerikanischen Wahlgeschichte seit dem Bürgerkrieg gelang es einem Präsidenten, die Regel zu durchbrechen, daß seine Partei bei den sogenannten »midterm elections« im Abgeordnetenhaus Stimmen einbüßt. Die Republikaner konnten nicht nur ihre knappe Führung im Repräsentantenhaus ausbauen, sondern auch die Mehrheit im Senat zurückerobern. Mit Beginn der 108. Legislaturperiode im Januar 2003 werden neben dem Weißen Haus auch beide Kammern des Kongresses von der Grand Old Party (GOP) »kontrolliert«.
