Die Zwei-Prozent-Illusion der Nato: Deutschland sollte das Bündnis zu mehr Effizienz anregen

Abstract

Um die Lücken in der Nato-Verteidigungsfähigkeit zu schließen, sollen die Europäer, vor allem Deutschland, ihre Verteidigungsausgaben auf 2% des Bruttoinlandsprodukts (BIP) erhöhen. Die Einhaltung dieser in der Nato 2002 vereinbarten 2%-Zielvorgabe fordern allen voran die USA. Doch hat sie sich längst als Illusion erwiesen: Viele Nato-Europäer sind weder willens noch in der Lage, sie umzusetzen. Ohnehin zielen die 2% statt auf bessere Ergebnisse vor allem auf Mehrausgaben. Die Bundesregierung sollte für den Umgang mit den Nato-Forderungen eine eigene Vorstellung davon entwickeln, wie die Nato ihre Ausgaben effizienter einsetzen kann. Mit Outputkriterien und konkreten Beiträgen könnte sie ihre Vorstellung vermitteln. (SWP-Aktuell)
