Die BRICS-Bank: Der Einstieg in eine neue Weltfinanzordnung

Abstract

Bei ihrem 6. Gipfeltreffen haben die Staatschefs der BRICS-Länder (Brasilien, Russland, Indien, China und Südafrika) am 15. Juli 2014 im brasilianischen Fortaleza beschlossen, eine Entwicklungsbank und einen Reservefonds zu gründen. Nach zähen Verhandlungen konnten sie sich auf Grundprinzipien für diese Finanzinstitutionen einigen, die Beobachter als Alternative zum Weltwährungsfonds (IWF) ansehen und als Angriff auf den Dollar-Standard in den internationalen Währungsbeziehungen werten. Zumindest stellt die Übereinkunft der BRICS-Staaten insofern einen neuen Referenzpunkt für die Weltwirtschaft dar, als sie ein höheres Niveau institutionalisierter und formalisierter Kooperation vereinbarten. Dies dürfte auch die Attraktivität der BRICS-Formation für die Staaten des Südens erhöht haben, als möglichen Kreditnehmern der neuen Bank. Indes sind Zweifel angebracht, ob die BRICS-Entwicklungsbank auf ein neues Ordnungsmuster in der internationalen Ökonomie vorausweist. Denn aufgrund der Vorherrschaft nationaler Interessenprofile ist die Leistungsfähigkeit der BRICS-Gruppe sehr begrenzt. Der neuen Bank dürfte daher im internationalen Finanzsystem eher eine komplementäre Rolle zukommen. (SWP-Aktuell)
