Inspektionen im Irak: Rückblick und Ausblick

Abstract

Am 8. November 2002 hat der Sicherheitsrat der Vereinten Nationen die Resolution 1441 verabschiedet. Mit der Waffenstillstandsresolution 687 von 1991 war dem Irak verboten worden, nukleare, chemische und biologische Waffen sowie Raketen mit mehr als 150 Kilometern Reichweite zu besitzen. Die neue Resolution eröffnet die Möglichkeit, dieses Verbot auch ohne die Anwendung militärischer Gewalt durchzusetzen. Entscheidend wird allerdings sein, ob das irakische Regime tatsächlich seine entsprechenden Projekte offenlegen und mit den Inspekteuren zusammenarbeiten wird. Sollte dies nicht der Fall sein, erscheint ein Krieg unausweichlich. In der Vergangenheit hatte es an der erforderlichen Transparenz und Offenheit gefehlt, die Inspektionen wurden immer wieder behindert. (SWP-aktuell / SWP)
