Kurs auf die politische Union: Die EU sollte jetzt trotz vieler Hürden mehr Integration wagen

Abstract

Die Europäische Union steht unter Dauerstress. Die Krisen in der Eurozone treiben die Regierungen zu Entscheidungen mit weitreichenden Folgen. Die rasanten Entwicklungen der letzten eineinhalb Jahre haben das Vorhaben der Mitgliedstaaten durchkreuzt, sich mit dem Lissabonner Vertrag für längere Zeit in der EU einzurichten. Große Integrationsschritte wie die Politische Union, die schon ad acta gelegt worden waren, werden wieder diskutiert, zumal laut Gipfelbeschluss vom 26. Oktober 2011 eine Reform der EU-Verträge ins Auge gefasst wird. Die Zukunft der EU wird in einem äußerst schwierigen politischen, ökonomischen und gesellschaftlichen Umfeld debattiert. Entsprechend punktuell sind viele Vorschläge zur Weiterentwicklung der Gemeinschaft, entsprechend unsicher ist der Ausgang der Reformprozesse. Die Bundesregierung ist in den letzten Jahren als Exponent der Status-quo-Orientierung und des pragmatischen Sich-Durchwurstelns aufgetreten. Jetzt sollte sie helfen, dass die EU trotz einiger Integrationshürden eine zeitgemäße Politische Union verwirklicht
