Die NATO Response Force

Abstract

US-Verteidigungsminister Rumsfeld schlug beim informellen Treffen der Verteidigungsminister in Warschau am 24./25. September 2002 die Schaffung einer NATO Response Force (NRF) vor. Diese Eingreiftruppe soll nicht nur die Möglichkeit der Allianz verbessern, auf überraschend entstehende Bedrohungen zu reagieren, sondern auch ein Motor für den Ausbau der militärischen Fähigkeiten der Alliierten sein. Nach anfänglichem Zögern signalisierten alle Bündnispartner ihre Unterstützung für das Konzept. Beim NATO-Gipfel in Prag am 21./22. November 2002 soll ein Kommuniqué verabschiedet werden, in dem sie sich verpflichten, bis Frühjahr/Sommer 2003 das NRFKonzept zu präzisieren und eine Struktur für ihre Organisation zu entwerfen. Welche Gestalt soll die NRF annehmen? Wird sie sich zu einer tragfähigen Brücke im transatlantischen Verhältnis entwickeln können? Bedeutet ihre Verwirklichung das Ende der europäischen Anstrengungen, eine eigene Verteidigungsidentität zu entwickeln? (SWP-aktuell / SWP)
