Schieflagen in der Afrikanischen Friedens- und Sicherheitsarchitektur: Der bisherige Ansatz des Kapazitätsaufbaus muss hinterfragt werden

Abstract

Die Destabilisierung Malis und die neuerliche Rebellion im Ostkongo haben die Frage nach »afrikanischen Lösungen für afrikanische Probleme« mit neuer Vehemenz aufgeworfen. Zehn Jahre nach Gründung der Afrikanischen Union (AU) ist der Aufbau der Friedens- und Sicherheitsarchitektur (African Peace and Security Architecture/APSA) auf dem Kontinent vorangeschritten. Doch die Ergebnisse bleiben hinter den Ansprüchen afrikanischer wie externer Akteure zurück. Als Grund dafür wird häufig der Mangel an Kapazitäten angegeben. Dabei zeigen die bisherigen Erfahrungen der AU, dass fundamentale Schieflagen in der APSA bestehen, die einer gezielteren Antwort von Geberseite bedürfen
