Brasilien: Nach den Wahlen ist vor den Wahlen? Herausforderungen für die neue Regierung Lula

Abstract

Nach drei erfolglosen Versuchen ist Luiz Inácio da Silva, genannt Lula, im vierten Anlauf als Sieger aus einer Wahl zum brasilianischen Präsidenten hervorgegangen. Er setzte sich am 27. Oktober in der Stichwahl mit 61% der Stimmen gegen José Serra aus dem Regierungslager Fernando Henrique Cardosos durch. Zum ersten Mal seit der Demokratisierung des Landes Mitte der 80er Jahre wird ein Vertreter der linksgerichteten Arbeiterpartei PT Regierungschef und Staatsoberhaupt. Die im Januar 2003 antretende Regierung Lula steht vor großen Herausforderungen: weitere Verfestigung der Demokratie, Reduzierung der sozialen Sprengkraft, Abwendung der drohenden Zahlungsunfähigkeit und Wiederbelebung des Mercosur.
