Dialog als Verzögerungstaktik: In der Demokratischen Republik Kongo werden die Wahlen wohl verschoben

Abstract

Der Vize-Generalsekretär der Vereinten Nationen, Jan Eliasson, hat die Parteien in der Demokratischen Republik Kongo zu einem glaubwürdigen Dialog aufgerufen, als sich der VN-Sicherheitsrat am 7. Juli 2016 mit der Lage im Land befasste. Nur Gespräche und ein daraus hervorgehendes Abkommen über den Verlauf der anstehenden Wahlen könnten die politischen Spannungen entschärfen. Dabei sind die Rufe nach Dialog in der DR Kongo alt - und die Krisen, die er abwenden soll, hausgemacht. »Dialog« ist in Kinshasa zum Mantra einer Politik geworden, bei der Entscheidungen bewusst so lange verschleppt werden, bis das Land in eine Krise gerät und Verhandlungen unumgänglich werden. Der aktuell anstehende Dialog dient vor allem als Legitimation für Präsident Joseph Kabila, die Wahlen zu verschieben und an der Macht bleiben zu können. Die internationale Gemeinschaft befindet sich in der misslichen Lage, einen Dialog zu unterstützen, der eigentlich kontraproduktiv, mittlerweile aber unumgänglich ist. (SWP-Aktuell)
