Optionen der EU für den Umgang mit Russland und den östlichen Partnerländern: "kooperative Konfrontation" als Richtschnur über den Riga-Gipfel hinaus

Abstract

Der von Russland geschürte Konflikt um die Ukraine und Moskaus dominanzorientierte Ordnungsvorstellungen für den postsowjetischen Raum zwingen die EU zu strategischer Klarheit in ihrer Politik gegenüber dem östlichen Nachbarschaftsraum. Die östlichen Nachbarn sehen sich - bei weiterhin diskontinuierlich verlaufenden inneren Reformprozessen - einer unverbindlichen »Wider Europe«-Offerte aus Brüssel einerseits und dem zusehends massiven »Wider Russia«-Anspruch Moskaus andererseits ausgesetzt. Auf dem Gipfel in Riga treffen die Staats- und Regierungschefinnen und -chefs der Europäischen Union (EU) im Mai 2015 mit jenen Nachbarländern zusammen, die die Östliche Partnerschaft (ÖP) konstituieren, darunter die neu Assoziierten Moldau, Georgien und die Ukraine. Ihnen sollte die EU politische Rückversicherung, materielle Hilfe und europäische Perspektiven bieten. Die EU kann solche europäischen Perspektiven nur bi- und plurilateral entwickeln, wenn sie den Faktor Russland in Rechnung stellt und ihre Beziehungen zu Moskau am ostpolitischen Zieldreieck von Stabilität, Kooperation und normativ inspirierter Transformation neu ausrichtet.
