Makedoniens letzte Chance: Auch nach dem Regierungswechsel bleibt eine internationale Sicherheitspräsenz notwendig

Abstract

Nach den Parlamentswahlen vom 15. September 2002 wachsen die Hoffnungen auf weitere Stabilisierung der kleinen Vielvölkerrepublik Makedonien. Politische Klasse und Bevölkerung scheinen bereit, die sich mit dem Regierungswechsel bietende Chance für einen dauerhaften Frieden zu ergreifen. Aber zu große Erwartungen lasten auf der neuen Regierungskoalition aus Sozialdemokratischer Union Makedoniens (SDSM) und der UÇK-Nachfolgepartei Demokratische Union für Integration (DUI). Zwar haben sich die beiden ungleichen Partner der Implementierung des im August 2001 unterzeichneten Rahmenabkommens von Ohrid verschrieben, das die ethnischen Beziehungen im Staat neu ordnet. Aber der Teufel sitzt in den Details der Umsetzung, die Ungeduld wächst. Angesichts bestehender Sicherheitsrisiken ist das Land weiter auf eine internationale Sicherheitspräsenz angewiesen.
