Endspiel auf Zypern: Neue Verhandlungen: die letzte Chance zur Einigung vor dem EU-Beitritt der Insel

Abstract

Seit dem 16. Januar 2002 wird auf Zypern wieder verhandelt. Diese Verhandlungen sind der letzte Versuch zu verhindern, daß die EU im Frühjahr 2004 mit dem Beitritt Zyperns gleichzeitig das ungelöste Zypernproblem ihrem politischen Besitzstand hinzufügen muß. Die Zeit drängt, denn die Union wird ihre Beitrittsverhandlungen mit Zypern im Herbst dieses Jahres abschließen. Bis dahin müssen die wesentlichen Elemente einer Lösung zwischen den beiden Seiten vereinbart worden sein. Die Sicherheit und Stabilität Europas sind vom Ausgang der Verhandlungen direkt betroffen. Bleiben sie ohne Ergebnis, dann wird es zu wesentlichen Veränderungen in der sicherheitspolitischen Konstellation im östlichen Mittelmeer kommen, die eine dauerhafte Gefährdung europäischer Stabilität mit sich bringen. Das Verhältnis zur Türkei wäre grundlegend zu überdenken. (SWP-aktuell / SWP)
