Stolpersteine auf dem slowakischen Weg nach Brüssel? Innenpolitische Unwägbarkeiten der slowakischen Integrationsbemühungen

Abstract

Ende Februar tat die Slowakei einen weiteren Schritt in Richtung Brüssel: Eine mit knapper Mehrheit verabschiedete Verfassungsänderung machte das Land europakompatibler. Mühsam verläuft bisher ein anderes integrationspolitisches Schlüsselprojekt: die auf Dezentralisierung abzielende Verwaltungsreform. Die Positionen der in der Rechts-mitte-links-Koalition von Mikuláš Dzurinda vertretenen Parteien konnten bislang nicht harmonisiert werden. Bei beiden Reformvorhaben wurden die Grundprobleme der politischen Szene des Landes deutlich. Durch schmerzhafte Reformmaßnahmen wurde die populistische Opposition gestärkt. Diese wird angeführt vom forschen Jungpolitiker Robert Fico und dem nach wie vor populären Ex-Premier Vladimír Mečiar. Überdies mindern Zerwürfnisse in der Regierungskoalition die Aussichten des gegenwärtigen Reformbündnisses, den im Herbst 2002 anstehenden Urnengang erfolgreich zu überstehen. Über den Integrationsbemühungen Bratislavas hängt damit weiterhin das Damoklesschwert innenpolitischer Ungewißheit. (SWP-aktuell / SWP)
