Pyöngyang bekennt sich zur Bombe: Ende der internationalen Einbindungspolitik?

Abstract

Am 17. Oktober 2002 meldeten Agenturen, daß die Führung der Demokratischen Volksrepublik (Nord-)Korea in Gesprächen mit den USA Anfang des Monats eingestanden habe, Atomwaffen zu besitzen und neue Atomwaffenprogramme zu betreiben. Damit ist das amerikanisch-nordkoreanische Rahmenabkommen vom Oktober 1994 obsolet, auf dessen Grundlage die bisherigen weltweiten Bemühungen um eine Einbindung des isolierten Landes stattgefunden haben. Angesichts der strategischen Interessen Pyöngyangs und Washingtons ist allerdings nicht zu vermuten, daß diese Entwicklung eine eskalationsfähige Konfrontation provozieren könnte. Während Nordkorea mit seinem Eingeständnis den Versuch zu unternehmen scheint, die USA zur Wiederaufnahme von Verhandlungen zu bewegen, kann der Bush-Administration wegen des Eskalationsrisikos und andersgelagerter internationaler Prioritäten nicht daran gelegen sein, das Gespräch zu verweigern.
