Abstract

Der Demokratischen Republik Kongo droht in den nächsten zwei Jahren eine weitere Destabilisierung. Vor dem Hintergrund ohnehin sehr fragiler Verhältnisse wird der für 2015/16 anstehende Zyklus von sechs Wahlen die Spannungen im Land verschärfen. Im Fokus der Aufmerksamkeit stehen die Parlaments- und Präsidentschaftswahlen, gerade weil offen ist, ob und wann diese überhaupt stattfinden werden. Über allem hängt die Frage, ob Präsident Joseph Kabila nach zwei Amtszeiten abtreten wird. Die internationale Gemeinschaft sollte die Wahlen nur unterstützen, wenn die Regierung und die Wahlkommission ein glaubhaftes Interesse an freien und fairen Wahlen zeigen. Dies ist nicht erkennbar. Wahlen sind per se keine Garantie für die Stabilisierung des Landes. Aber ohne Wahlen, die Mindeststandards erfüllen, scheint selbst ein mittelfristiger Abzug der VN-Friedensmission MONUSCO, wie jüngst vom VN-Sicherheitsrat thematisiert, kaum denkbar. (SWP-Aktuell)
