Rio+20-Realpolitik und die Folgen für "Die Zukunft, die wir wollen"

Abstract

Vom 20. bis 22. Juni 2012 fand in Rio de Janeiro die Konferenz der Vereinten Nationen (VN) über Nachhaltige Entwicklung statt (United Nations Conference on Sustainable Development, UNCSD, auch Rio+20-Konferenz). Während die Gruppe der Entwicklungs- und Schwellenländer bei den VN (G77) ihre Forderungen in den meisten Formulierungen des Abschlussdokuments wiederfand, kritisierten die Europäische Union und viele Nichtregierungsorganisationen die Reformvorschläge als nicht weitgehend genug und zu unverbindlich. Gastgeberland Brasilien hatte den Kompromisstext kurz vor der Konferenz in einem überraschenden Akt realpolitischer Verhandlungsführung auf den Tisch gelegt und dann fast unverändert durchgebracht - und damit trotz schwieriger Vorverhandlungen zumindest eine Einigung in Rio erzielt. Die Abschlusserklärung »The Future We Want« spiegelt aber nur den Minimalkonsens der Staatengemeinschaft zur internationalen Nachhaltigkeitspolitik wider. Deutschland und die Europäische Union sollten nun daran arbeiten, in den Folgeprozessen doch noch mehr zu erreichen
