Viele Wahlen, wenig Veränderungen? Zweiter Teil: Serbien, Montenegro, Kosovo

Abstract

Ein Mehr an innenpolitischer und regionaler Stabilität ist das am wenigsten wahrscheinliche Ergebnis der bevorstehenden Wahlen in Serbien, Montenegro und Kosovo. Wie bei den ebenfalls anstehenden Urnengängen in Bosnien-Herzegowina und Makedonien zeichnet sich auch in den drei Teilgebieten der Bundesrepublik Jugoslawien (BRJ) eine weitere Verfestigung der ethnischen und politischen Spaltungen ab. Es ist nach wie vor an erster Stelle die Anwesenheit westlicher Militärs, die einen erneuten Ausbruch bewaffneter ethnopolitischer Konflikte in Kosovo und in den anderen Krisengebieten der ehemaligen südslawischen Föderation verhindert. Entfiele die westliche Finanzhilfe, käme es außerdem bald zum wirtschaftlichen Zusammenbruch aller Teile der BRJ. Da ein dauerhaftes Einwirken und wirtschaftliches Engagement des Westens in der gesamten Region unumgänglich ist, wird eine anhaltende, umfassende und genaue Abstimmung der Südosteuropa-Politik der USA, der EU und der wichtigsten westlichen Staaten immer dringender.
