EU-Ukraine: Wie geht es weiter? Schlüsselkriterien und sektorale Kooperation

Abstract

Die Parlamentswahlen in der Ukraine Ende Oktober 2012 wurden von der Wahlbeobachtermission der Organisation für Sicherheit und Zusammenarbeit in Europa (ODIHR/ OSZE) als Rückschritt für die Demokratie gewertet. Auch von der Regierungsbildung, die sich bei der Personalauswahl vor allem an der Loyalität zum Präsidenten orientiert, gingen bisher keine proeuropäischen Signale aus. Die Europäische Union hatte auf die Abhaltung freier und fairer Wahlen gedrungen, um eine Wende in ihren Beziehungen zur Ukraine einleiten und mit dem bereits paraphierten Assoziierungsabkommen fortfahren zu können. Jetzt steht die EU vor einem Dilemma. Sie darf ihre kritische Linie gegenüber der ukrainischen Führung nicht aufgeben, wenn ihr Demokratie und Rechtsstaat tatsächlich wichtig sind. Eine Isolation des Landes wäre aber weder wirtschaftlich noch sicherheitspolitisch sinnvoll und würde das falsche Signal an die ukrainische Bevölkerung senden
