Montenegros Zukunft nach wie vor ungewiß

Abstract

Bis Ende Februar wollen Belgrad und Podgorica unter Vermittlung der Europäischen Union darüber entscheiden, wie die jugoslawische Teilrepublik Montenegro ihr Verhältnis zum größeren Partner Serbien regelt. Belgrad beharrt auf einer »reformierten Föderation mit einem Mindestmaß an Funktionen«, wogegen Podgorica auf volle Souveränität pocht und allenfalls ein Zusammengehen der beiden Staaten nach dem Muster der EU befürwortet. Nach Einzelgesprächen mit dem Außenpolitischen Beauftragten der EU, Javier Solana, in Brüssel Mitte Februar wird ein neues serbisch-montenegrinisches Gipfeltreffen in Belgrad erwartet.
