Unilaterale US-Sanktionen gegen Russland: Perspektiven für die transatlantische Zusammenarbeit

Abstract

Auf das Vorgehen Russlands in der Ukraine reagieren die Vereinigten Staaten in erster Linie mit gezielten Sanktionen gegen russische Einzelpersonen und Unternehmen. Während diese Maßnahmen beträchtliche ökonomische Wirkungen entfalten, bleibt ihre politische Wirksamkeit gering. Wenn die US-Regierung den Druck auf den Kreml durch eine Ausweitung der Sanktionen weiter erhöhen will, ist sie auf die Zusammenarbeit mit den Europäern angewiesen. Zentrale Voraussetzung für ein transatlantisches Vorgehen müsste sein, dass Klarheit darüber herrscht, welche Ziele mit den gemeinsam verhängten Sanktionen verbunden und in welche Strategie diese eingebettet sind.
