Stagnation in Südafrika: Jacob Zuma und der ANC werden die Parlamentswahlen noch einmal gewinnen

Abstract

Der südafrikanische Präsident Jacob Zuma ist unpopulär und die Machtbasis des African National Congress (ANC) bröckelt, aber sein Wahlsieg Anfang Mai steht außer Frage. Sollte der ANC allerdings unter die psychologisch wichtige Marke von 60% rutschen, könnte der Erosionsprozess der Partei schneller voranschreiten. Im Ende der Dominanz des ANC läge langfristig die Chance für ein echtes Mehrparteiensystem und einen neuen demokratischen Aufbruch. Die südafrikanischen Institutionen sind stabil. Der fehlende gesellschaftliche Zusammenhalt bleibt aber ein Risiko für die innere Stabilität des Staates. Die Regierung sollte daher stärkere Anstrengungen unternehmen, um die sozialen Verwerfungen abzufedern, die schwächelnde Wirtschaft anzukurbeln und mehr Arbeitsplätze zu schaffen. Südafrika ist Deutschlands wichtigster Partner in Subsahara-Afrika. Unabhängig vom Ausgang der Wahlen kann die Bundesregierung auf den traditionell guten Wirtschaftsbeziehungen aufbauen und Südafrika bei der Entwicklung eines effizienten Berufsbildungswesens unterstützen.
