Der Nexus zwischen al-Qaida und Iran: Taktische Zusammenarbeit trotz strategischer Gegenerschaft

Abstract

Nach dem Angriff der Hamas auf Israel am 7. Oktober 2023 erklärte al-Qaida ihre Solidarität mit den Muslimen in Palästina und rief zu Anschlägen auf israelische und jüdische Ziele weltweit auf. Doch kann dies nicht darüber hinwegtäuschen, dass al-Qaida eine anhaltende Schwächephase durchlebt und nicht mehr imstande zu sein scheint, international Attentate zu verüben. Ein Grund für die Schwäche ist die große Abhängigkeit der al-Qaida-Führung von Iran. Derzeitiger Chef der Organisation soll der Ägypter Saif al-Adl sein. Er folgte auf seinen Landsmann Aiman al-Zawahiri, der Ende Juli 2022 in Kabul getötet worden war. Bis heute hat al-Qaida diese Neubesetzung nicht verkündet, vor allem weil Saif al-Adl in Iran vermutet wird. Ob Adl die Organisation wiederbeleben kann, hängt wesentlich davon ab, ob er neuen Einfluss auf den al-Qaida-Ableger in Syrien gewinnen und dieser erneut erstarken kann. Andernfalls dürfte sich die schon lange währende Fragmentierung des al-Qaida-Netzwerks fortsetzen.
