Die Augen gen Westen: Lateinamerika und die Karibik im Fokus Deutschlands und der EU

Abstract

Europa setzt darauf, seine Beziehungen zu Lateinamerika und der Karibik wiederzubeleben. Das verdeutlichen etwa die zahlreichen hochrangigen Besuche aus Deutschland und der EU, die seit Jahresbeginn in lateinamerikanischen Ländern erfolgt sind. Die Europäische Kommission hat Anfang Juni eine "neue Agenda" für den Austausch mit der Region vorgelegt, und im Vormonat brachte die SPD-Bundestagsfraktion ein Positionspapier zum Ausbau der wechselseitigen Partnerschaft heraus. Frische Im­pulse für das biregionale Verhältnis soll zudem ein Gipfeltreffen bringen, das EU und CELAC, die Gemeinschaft Lateinamerikanischer und Karibischer Staaten, im Juli abhalten werden. Damit aus diesen Interessenbekundungen ein substantieller Neustart in den Beziehungen wird, sind jedoch gemeinsam erarbeitete Initiativen erforderlich. Sie werden die Veränderungen im Dreieck von Demokratie, nachhaltiger Entwicklung und Global Governance berücksichtigen und adressieren müssen.
