Außenpolitische Digitalstrategien: Internationale Erfahrungen, nationale Formate

Abstract

Die digitale Transformation und das Aufkommen neuer Technologien stellen außen­politische Entscheidungsträger vor große Herausforderungen - in diplomatischen, wirtschaftlichen und militärischen Kontexten. Internationale Politik verzahnt sich zunehmend mit Digitalisierung bzw. Technologie; traditionelle Bereiche des Politikfeldes erweitern und verändern sich, neue kommen hinzu. Außenpolitische Akteure der Bundesrepublik stehen unter wachsendem Druck, in dieser Hinsicht handlungsfähig zu sein und zur Stärkung der digitalen Souveränität Deutschlands und Europas beizutragen. Außenministerien anderer Staaten haben bereits Tech- bzw. Digitalstrategien veröffentlicht und zugleich damit begonnen, ihre organisatorischen und personellen Strukturen entsprechend anzupassen. Daraus lassen sich auch mögliche Ideen für die deutsche Außenpolitik ableiten.
