EU-Sanktionen gegen Russland: Ziele, Wirkung und weiterer Umgang

Abstract

Seit März 2014 hat die Europäische Union (EU) als Reaktion auf die russische Politik in der Krise um die Ukraine Sanktionen verhängt und schrittweise verschärft. Dies geschah unter aktiver Mitwirkung Deutschlands. Sanktionen sind in den vergangenen Jahren zu einem geläufigen Instrument der EU-Außenpolitik geworden. Die Sanktionen gegen Russland sind jedoch sowohl im Hinblick auf den Adressaten als auch auf ihre Reichweite präzedenzlos. Abgesehen davon haben sie spürbare Rückwirkungen auf ohnehin wirtschaftlich angeschlagene EU-Mitgliedstaaten. Ungewiss bleibt schließlich, ob die Sanktionen ihr eigentliches Ziel erreichen oder in Zukunft erreichen können: die Veränderung der russischen Politik im Konflikt um die Ukraine. (SWP-Aktuell)
