Stabwechsel an der Seine: Konsequenzen der Präsidentschaftswahlen für Frankreich, Deutschland und die EU

Abstract

Der Sozialist François Hollande wird neuer Präsident Frankreichs. Zum zweiten Mal in der Geschichte der V. Republik, am 6. Mai 2012, haben die Franzosen ein amtierendes Staatsoberhaupt abgewählt, den konservativen Nicolas Sarkozy. Doch anders als 1981, als der Sozialist François Mitterrand den Amtsinhaber Valéry Giscard d'Estaing im zweiten Wahlgang schlug, dürfte der Politikwechsel nach dem Machtwechsel weniger substantiell ausfallen. Zunächst einmal muss sich der neue Präsident bei den Parlamentswahlen am 10. und 17. Juni 2012 eine regierungsbildende Mehrheit sichern. Auch wenn dies mit einiger Wahrscheinlichkeit gelingen wird, lassen die angespannte Haushaltslage und der von seinem Amtsvorgänger hinterlassene Reformbedarf dem neuen Staatschef nur begrenzten innen- wie außenpolitischen Handlungsspielraum
