Allianz auf hoher See? Chinas und Russlands gemeinsame Marinemanöver

Abstract

Anlässlich des 70. Gründungsjubiläums der nationalen Marine findet am 23. April 2019 vor der Küste von Qingdao eine Flottenparade mit mehr als dreißig chinesischen Schiffen statt. Chinas Marine hat sich - auch dank jahrzehntelanger russischer Rüstungshilfe - zur größten Asiens entwickelt; Moskau hat 'den Drachen gefüttert'. Aus Sicht Pekings haben die chinesischen Streitkräfte aber ein schwerwiegendes Manko: mangelnde Einsatzerfahrung. Auch hier unterstützt der Kreml. Seit dem ersten gemeinsamen Manöver im Jahr 2005 hat die Zusammenarbeit auf vielen Ebenen zugenommen. Sino-russische Seemanöver dienen inzwischen auch als Drohkulisse für Chinas Besitzansprüche im Südchinesischen Meer oder bei den sino-japanischen Streitigkeiten im Ostchinesischen Meer. Moskau und Peking nutzen die gemeinsamen Marineübungen, um geopolitische Signale zu setzen. Allem Misstrauen zum Trotz scheint die Kooperation auf einem relativ stabilen Fundament partnerschaftlicher Beziehungen zu ruhen. Aber handelt es sich deshalb schon um eine Allianz?
