Ende der koreanischen Eiszeit? Pyöngyang entschuldigt sich

Abstract

Am 25. Juli 2002 entschuldigte sich ein Vertreter der nordkoreanischen Regierung in Seoul zur großen Überraschung der südkoreanischen Regierung für das Seegefecht vom 29. Juni, das mindestens 34 Todesopfer gefordert hatte und der Entspannungspolitik des südkoreanischen Präsidenten Kim Dae-chung um ein Haar den Todesstoß versetzt hätte. Mit der Entschuldigung verbunden war das Angebot, den Nord-Süd-Dialog wieder aufzunehmen, den Pyöngyang seit Amtsantritt der Bush-Jr.-Administration in Washington eingefroren hatte. Kurz zuvor hatte die Aufhebung der nordkoreanischen Rationierung von Lebensmitteln, Wohnungen, Brennstoffen und Konsumartikeln Spekulationen über eine wirtschaftliche Öffnung des isolierten Landes ausgelöst.
