UNO-Friedenseinsatz in Afghanistan?

Abstract

Die Gefahr ist groß, daß nach dem Einbruch der Taleban der Krieg in Afghanistan in einen Bürger- und Bandenkrieg übergeht. Vor dem UN-Sicherheitsrat (SR) hat Kofi Annan am 14. November dringend Aktionen verlangt, »to avoid a political and security vacuum«. Der Rat ist ihm mit einer Resolution gefolgt, in der der UNO eine »zentrale Rolle« bei der Stabilisierung Afghanistans zugesprochen wird. Ob das auch einen von der UNO organisierten internationalen Friedenseinsatz bedeutet, läßt die Resolution offen. Die Zweifel an der Fähigkeit der UNO, einen solch schwierigen Einsatz durchzuführen, sind groß - zu Recht. Dennoch wird hier argumentiert, daß genau dieser Weg beschritten werden muß - verbunden mit einer massiven, den Ereignissen vom 11. September angemessenen Anstrengung von Nord und Süd, die Weltorganisation für die Bewältigung derart schwieriger Aufgaben fit zu machen. Zudem wird dringend geraten, bei der Organisation eines Friedenseinsatzes die Lehren vergangener Einsätze zu beachten. (SWP-aktuell / SWP)
