Die Ukraine-Krise: Die Dimension der paneuropäischen Sicherheitskooperation

Abstract

Russlands völkerrechtswidrige Annexion der Krim hat die schwerste Krise Europas seit der Raketenkrise 1984 ausgelöst. Es greift zu kurz, die Erklärung dafür lediglich in einem neosowjetischen Revisionismus zu suchen. Russland sieht sich in der Defensive gegenüber einer westlichen Vorwärtsstrategie, die russische Sicherheitsinteressen gefährdet. Diese Bedrohungsperzeption mag überzogen sein. Doch auch westliche Staaten haben zu ihrer Entwicklung beigetragen, indem sie Sicherheitsvereinbarungen marginalisiert oder umgangen haben. Soll die Rückentwicklung zur bipolaren Konfrontation in Europa vermieden werden, müssen die in den 1990er Jahren vereinbarten Instrumente der paneuropäischen Sicherheitskooperation revitalisiert und reformiert werden.
