Abstract

Nach der Aufnahme Kroatiens Mitte 2013 ist damit zu rechnen, dass der Prozess der Erweiterung der Europäischen Union in Richtung Westbalkan und Türkei erst einmal zum Stillstand kommt, möglicherweise für eine Dekade oder länger. Wie kann die EU trotzdem sicherstellen, dass sie die treibende Kraft der Konflikttransformation in den Ländern des Westbalkans bleibt, und wie kann sie verhindern, dass der europäische Einfluss auf die Türkei, einem international immer wichtiger werdenden Akteur, schwindet? Sie sollte die Kandidaten schon vor deren Beitritt in möglichst viele Politikfelder der EU integrieren, so dass die stabilisierende und demokratisierende Wirkung der EU-Erweiterungspolitik erhalten bleibt
