Die Zukunft der OAS: Wege aus der Krise der Regionalorganisation Amerikanischer Staaten

Abstract

Am 18. März 2015 wird der neue Generalsekretär der Organisation Amerikanischer Staaten (OAS) gewählt. Der anstehende Amtswechsel ist jenseits der konkreten Personalie auch deshalb von Interesse, weil die künftige Rolle der zentralen Organisation der westlichen Hemisphäre zur Debatte steht. 1948 gegründet, haftet der OAS noch immer der Ruch des Kalten Krieges an, die Neubestimmung ihrer Rolle in der Region ist mithin überfällig. Gleichzeitig muss sich diese älteste Regionalorganisation der Welt intern umfassend reorganisieren, um die Anpassung ihres Mandats mit ihren politischen und finanziellen Möglichkeiten in Einklang zu bringen. Besonderes Augenmerk hat dabei der Bewahrung des interamerikanischen Menschenrechtssystems zu gelten. (SWP-Aktuell)
