Die Ukraine-Krise und kritische Fragen an die EU-Erweiterungspolitik

Abstract

Die Ukraine-Krise konfrontiert die EU mit kritischen Fragen zu ihrer Erweiterungspolitik. Muss sie nach der Osterweiterung 2004/07 und dem gerade erst begonnenen Einzug der Westbalkan-Staaten nun mit Osteuropa für die übernächste Erweiterungsrunde rechnen? Sollte sie sich gar alsbald politisch verpflichten, interessierte und beitrittsfähige osteuropäische Länder eines Tages aufzunehmen? Wie jetzt auch vielfach von EU-Akteuren geäußert, wäre dies voreilig: Denn in der konfliktgeladenen und nervösen Situation trüge eine solche demonstrative Geste mehr zur Polarisierung denn zur Entspannung und Sicherheit in der östlichen Nachbarschaft bei. Dennoch sollte die EU diese strategische Frage nicht unterdrücken. Angesichts der eskalierten Integrationskonkurrenz zwischen Brüssel und Moskau müsste die Union sich über einige zentrale Punkte klar werden: Welche künftige Ordnung strebt sie in (Ost-)Europa an? Welche Lasten will sie tragen? Welche integrationspolitischen Folgen hätte es, wenn sie ihr Beitrittsversprechen auf die in Bedrängnis geratenen Nachbarn ausweitet, allen voran die Ukraine?
