Gipfeltreffen der "Shanghaier Organisation für Zusammenarbeit": Von Worten zu Taten?

Abstract

Am 7. Juni 2002 fand in St. Petersburg der zweite Gipfel der Mitte letzten Jahres gegründeten »Shanghaier Organisation für Zusammenarbeit« (SOZ) statt, an der neben China und Rußland Kasachstan, Kirgistan, Tadschikistan und Usbekistan beteiligt sind. Das zentrale Anliegen dieser eurasischen Organisation ist - neben wirtschaftlicher Kooperation - der Kampf gegen »Terrorismus, Separatismus und religiösen Extremismus« in der Region. Die SOZ wurde aber von den Entwicklungen nach dem 11. September quasi überrollt. Durch die militärische Präsenz der USA in drei der zentralasiatischen Staaten wurde die Position Chinas und Rußlands in der Region deutlich geschwächt. Über die SOZ versuchen beide, ein Stück weit die Initiative in Zentralasien zurückzugewinnen. Beim diesjährigen Gipfel wurden eine Gemeinsame Erklärung sowie zwei zentrale Dokumente unterzeichnet, die der SOZ nun einen institutionellen Rahmen geben sollen. (SWP-aktuell / SWP)
