Zeitenwende in Lateinamerika: Venezuela und Kuba nach Hugo Chávez

Abstract

In Lateinamerika werden sich die politischen Gewichte bald deutlich verschieben. Mit dem Ausscheiden des venezolanischen Präsidenten Hugo Chávez aus der Politik stehen zwei tragende politische Pfeiler des Projekts revolutionärer Solidarität vor einer unsicheren Zukunft: Venezuela sucht nach Stabilität in einer machtpolitischen Übergangsphase und der kubanische Sozialismus könnte in eine erneute Wirtschaftskrise geraten. Die autoritären Vorzeichen des einsetzenden Wandels deuten darauf hin, dass es eine Demokratisierung schwer haben wird. Das Militär ist in beiden Ländern der zentrale Akteur eines Umbruchs, dessen wirkliche Dimension von den kurzfristigen Machterhaltungsinteressen der herrschenden Eliten verdeckt wird. Im regionalen Maßstab ist ein Bedeutungsverlust des von Chávez initiierten Integrationsprojekts ALBA zu erwarten. Damit dürfte Brasilien seine Position in Südamerika aufgewertet sehen. Deutsche Lateinamerikapolitik sollte diese Veränderungen aktiv mitgestalten und demokratische Potentiale stärken
